[Listen Notes] Upgraded to Postgres 17 (from 16) and Ubuntu 24.04 (from 22.04)

Recently, we undertook two significant upgrades:

1) Postgres Upgrade: We upgraded our primary datastore, Postgres, from version 16 to 17, crossing a major version boundary.

2) Operating System Upgrade: All our servers transitioned from Ubuntu 22.04 to the latest 24.04 release.
